Why Randwick is different
Randwick is a renter's suburb, and the numbers are not close. Of 11,786 occupied dwellings, 8,047 are flats or apartments — 68.3%. Only 1,626 are separate houses. And 50.5% of households rent, the highest share of any suburb we work in.
The engine behind that is three hospitals and a university. The Randwick Hospitals' Campus — Prince of Wales, the Royal Hospital for Women and Sydney Children's — sits alongside the UNSW campus. Between them they fill the suburb with nurses, registrars, researchers and students, most of them renting, many of them on shift.
That creates a maintenance gap that has nothing to do with the machine. A tenant runs the split system every night after a late shift and assumes servicing is the landlord's job. The landlord has not been inside the unit since the last inspection and has no idea the barrel fan is black. Nobody is neglecting it on purpose. It simply belongs to no one.
Then the lease ends, and the next tenant inherits it.

Under the NSW rules a landlord has to provide and maintain the rental property in reasonable repair, judged against the age of the property, the rent being paid and how long the thing was expected to last. A tenant has to keep the place reasonably clean and report problems promptly.
The rules do not name air conditioning specifically, which is why it so often ends up in dispute. In practice it comes down to the lease and the managing agent. About the suburb
Randwick sits about six kilometres south-east of the city centre, in the Randwick local government area. The 2021 Census counted 28,943 residents with a median age of 36 and an average household size of 2.2 — small households, mostly in apartments.
The suburb is older than its apartment blocks suggest. Randwick's Local Environmental Plan carries roughly 400 heritage items, and Victorian houses like Nugal Hall and Sandgate still stand among the walk-ups. The racecourse occupies the north-west corner and the hospital campus the south.
It is far enough back from the water that salt is less of a factor than it is in Coogee or Bondi, which means what loads up a Randwick unit is time and runtime rather than corrosion.
